ECD opens competitive application process for public improvement projects

Lock Haven City Council is set to enhance community development efforts through a new competitive application process for funding, as discussed in their recent meeting on June 6, 2022. This shift marks a significant change from the previous direct application method, aiming to streamline project proposals and ensure that funding is allocated to the most impactful initiatives.

The Economic Community Development (ECD) department is prioritizing projects that focus on public improvements, housing-related activities, and small business support. Eligible projects must meet specific criteria, including benefiting low to moderate-income individuals, as defined by the city’s demographic data. Notably, at least 70% of the Community Development Block Grant (CDBG) funds must be directed towards these vulnerable populations.

Council members emphasized the importance of transparency in the application process, with plans to inform the community about requirements and timelines. They also highlighted that certain activities, such as political initiatives and general government operations, will not qualify for funding.

In addition to supporting low-income residents, the council discussed the need to address slum and blight conditions within the city. This initiative requires a municipal declaration and is limited to a maximum of 30% of the funding. The council also noted that funds could be utilized in response to urgent needs, contingent upon a formal emergency declaration.

This new competitive approach is expected to foster a more equitable distribution of resources, allowing for a broader range of projects to be considered. As the city moves forward, residents can anticipate more opportunities for community engagement and development initiatives that directly benefit their neighborhoods.
