Council honors legacy of Judge Richard Freeborn at memorial proclamation

Judge Freeborn served as a Lake County Superior Court Judge from 1998 until his retirement in 2001. He was known for his commitment to the community, founding a weekly breakfast group in 1993 that allowed residents to discuss local issues. Additionally, he was involved with Boy Scout Troop 44, mentoring many scouts throughout his life.
