Rising Sun Town Council revises zoning to preserve rural heritage and support local businesses

The Rising Sun Board of Commissioners took significant steps towards community development during their meeting on February 8, 2022, by advancing a new zoning ordinance aimed at aligning local regulations with those of Cecil County. This initiative is designed to facilitate growth while preserving the town's rural character.

The proposed ordinance seeks to create and redefine zoning districts within Rising Sun, reflecting the town's comprehensive plan for future growth. This plan emphasizes a broad vision for development, allowing for residential, commercial, and industrial uses in designated areas. However, the town is committed to maintaining its rural appearance, addressing concerns from residents about potential changes to the surrounding landscape.

To ensure that the new zoning aligns with county standards, the town plans to adopt similar zoning designations, including Rural Residential, Rural Business, and Rural Estate districts. The Rural Estate district will require a minimum of 10 acres for residential construction, mirroring the county's Northern Agricultural Residential district. Similarly, the Rural Residential district will align with county requirements, stipulating 11 acres for minor subdivisions and 3 acres for major subdivisions.

Additionally, the ordinance introduces a Rural Business designation, which will permit lower-intensity commercial uses, ensuring that new developments are consistent with the town's heritage. A notable change is the creation of an Old Town Commercial zone, which aims to address the challenges faced by existing businesses in the downtown area. This new designation will adjust setback requirements and lot sizes to better reflect current usage, reducing the need for variances and allowing businesses to invest in their properties without unnecessary regulatory hurdles.
