Loomis Council introduces water efficient landscaping ordinance for new developments

The Loomis Town Council held a regular meeting on June 14, 2023, where they introduced an ordinance aimed at enhancing water conservation efforts within the community. The proposed ordinance will add the Bridal Water Efficient Landscaping Ordinance to the Loomis Municipal Code, aligning local regulations with state mandates outlined in Senate Bill 1383.

The ordinance is designed to promote efficient water use in landscaping projects, specifically targeting new constructions over 500 square feet and retrofitted landscapes exceeding 2,500 square feet. This initiative is part of California's broader strategy to address climate change and reduce water consumption, as mandated by the Department of Water Resources and the Cal Green Code.

Paulina Benner from R3 Consulting presented the ordinance, highlighting its benefits, which include improved plant and soil health, reduced stormwater runoff, and enhanced carbon sequestration through the application of compost and mulch. The town will be responsible for reviewing building plans for compliance, conducting inspections, and reporting annually to the Department of Water Resources and CalRecycle.

The council plans to hold a second reading and adoption hearing for the ordinance on July 11, 2023. Once adopted, the ordinance will take effect 30 days later, prompting the town to implement necessary procedures for compliance. Existing projects with permits applied for before the ordinance's enactment will not be affected, as they will continue to follow the regulations in place at the time of their approval.

This ordinance represents a significant step for Loomis in its commitment to sustainable practices and water conservation, reflecting the town's proactive approach to environmental stewardship.
