Doctor Lawson presents Maryland's strategic education plan to State Department

The Maryland State Department of Education (MSDE) is embarking on a transformative journey with the development of a new strategic plan aimed at enhancing educational outcomes across the state. During the Educator Virtual Roundtable held on January 25, 2023, Dr. Lawson emphasized the critical need for this strategic plan, particularly in light of the challenges posed by the COVID-19 pandemic and the ongoing pursuit of equitable educational opportunities.

Dr. Lawson outlined that the strategic plan is essential for reimagining the work of the state education department, which has not had a comprehensive plan in many years. The initiative is designed to align with the Maryland Blueprint for Education, a groundbreaking legislation that promises $3.8 billion in funding over the next decade to improve educational standards and resources.

The strategic planning process kicked off in November 2022, beginning with surveys and data walks across various regions of the state. To date, four data walks have been completed, gathering insights to inform the plan's development. The first phase focused on revamping the mission and vision of the State Board of Education, while the current phase aims to establish clear goals and metrics for the next five years.

Key elements of the strategic plan include addressing teacher shortages, enhancing teacher preparation programs, and ensuring that all students, particularly those from historically underserved backgrounds, receive a high-quality education. Dr. Lawson highlighted the importance of creating a supportive environment for teachers, including competitive salaries and career advancement opportunities, to attract and retain talent in Maryland's schools.

The Blueprint for Education is structured around five pillars: early childhood education, high-quality and diverse educators, college and career readiness, increased resources for student success, and governance and accountability. Each district will be required to submit implementation plans for these pillars by March 2023, ensuring accountability and a unified approach to educational improvement.

As Maryland moves forward with this strategic plan, the focus remains on fostering an equitable educational landscape that meets the needs of all students. The MSDE is committed to engaging educators and stakeholders throughout this process, ensuring that the voices of those directly involved in education are heard and valued. This initiative marks a significant step towards a more inclusive and effective educational system in Maryland.
