Parcel Tax Appeals Surge as Administrative Division Reports 562 Orders Issued Early

The State Board of Equalization in Tennessee reported significant updates on parcel appeals during its recent meeting, highlighting a notable conversion rate between parcel tax years and case hearings. In the past year, the board received 440 parcel referrals, translating to 208 cases, maintaining a typical one-to-one ratio, although averages have fluctuated historically from two-to-one to as high as five-to-one.

The Administrative Procedures Division has been efficient, issuing 562 orders, with 98% sent out early, averaging 17 days ahead of the required 90-day timeframe. This efficiency is crucial as the board navigates a growing number of appeals, particularly in the residential sector, which, despite being a minority of filings, accounts for over half of the hearings.

As of November 1, 2024, approximately 7,000 parcels are pending appeals, with nearly 1,000 related to timeshares. The board is actively managing around 5,330 non-timeshare parcels, with many already scheduled for hearings or awaiting administrative processing. The meeting underscored the board's commitment to streamlining the appeals process, aiming to resolve cases efficiently and effectively.
