Agricultural project faces scrutiny as Puerto Rico farmers defend environmental practices

The public hearing held by the Human Rights and Labor Affairs Commission on February 28, 2023, focused on the controversial agricultural project known as Pollito Pío. The meeting addressed various concerns regarding environmental regulations and the rights of farmers in Puerto Rico.

During the session, representatives discussed the need for clear identification of land involved in agricultural practices. A significant point raised was the integration of soil conservation practices within the project to prevent erosion and protect adjacent natural reserves. The proposal also included the establishment of stables for horses and small ruminants, aimed at providing therapeutic services for children with special needs, such as autism and depression.

The discussion highlighted the legal framework governing agricultural practices, specifically Law 140-2015, which allows the Secretary of Agriculture to issue permits for agricultural activities that involve land disturbance. However, there were claims that the Department of Natural and Environmental Resources has not recognized these permits, leading to conflicts between the two departments.

Vanessa Piñiro, Executive Director of the Association of Farmers of Puerto Rico, emphasized the importance of supporting local agriculture and the need for a regulatory framework that facilitates rather than hinders agricultural projects. She pointed out that false accusations against farmers regarding environmental damage could jeopardize food security in Puerto Rico.

The hearing concluded with a call for the commission to evaluate the project fairly and to consider the rights of farmers to work and contribute to the local economy. The discussions underscored the ongoing tension between agricultural development and environmental protection in Puerto Rico, highlighting the need for collaboration among various stakeholders to ensure sustainable practices.
