Genera plans $700M battery project to boost Puerto Rico's energy capacity and reliability

The public hearing held by the Strategic Projects and Energy Commission on March 21, 2023, focused on the significant advancements in Puerto Rico's energy generation capabilities, particularly through the integration of battery technology. The meeting also addressed the current status of the electricity generation fleet. As of June 30, 2023, the fleet had an installed capacity of 4,247 megawatts, with only 1,833 megawatts, or 43%, available for use. This left 2,414 megawatts, or 57%, out of operation. The total generation capacity, including private producers and temporary FEMA generation, was reported at 3,142 megawatts, against a maximum expected demand of 2,807 megawatts, resulting in a reserve deficiency of 275 megawatts.

Genera outlined an aggressive maintenance and repair plan aimed at maximizing the temporary generation support from the federal government. Key units undergoing maintenance include Palo Seco Unit 3, Aguirre Unit 1, and Costa Sur Unit 6, which are expected to add significant capacity back into the grid upon completion.

The commission emphasized the importance of ensuring that the integrated generation system can meet both maximum demand and operational reserve requirements, especially with the upcoming hurricane season and increasing energy consumption trends in Puerto Rico. The maximum recorded demand in 2023 was 3,165 megawatts, indicating a rising trend in energy consumption.
