Binghamton Council debates controversial zoning amendment amid environmental concerns

The Binghamton City Council convened on December 4, 2024, to discuss several key issues, including committee reports, upcoming appointments, and public hearings on zoning amendments aimed at facilitating new housing construction.

The meeting began with the approval of previous minutes, which passed unanimously. Councilman Casti reported on a request from the police department for a sole source contract to retrofit a communication command truck. He emphasized that few companies specialize in retrofitting existing vehicles, making this particular company a suitable choice for the project.

In addition, the Environmental Commission reported on a meeting held on November 21, 2024, noting that the recording of that session was not retrievable. To prevent future issues, the commission plans to implement a backup audio recording system. The commission's discussions will be further addressed during the public hearing on zoning.

The council is currently seeking applicants for the Human Rights Commission and the Environmental Commission, with a deadline for submissions set for December 17, 2024. Interested individuals must submit their resumes to the city clerk's office.

The meeting also featured two public hearings, the first being on RL 24-162, an ordinance to amend the City of Binghamton Charter regarding zoning to support new housing developments. Richard Giannaccio, a member of the Commission for Conservation of the Environment, expressed the commission's unanimous recommendation to vote against the proposal, citing concerns about the potential impact of upzoning across the city.
