California lawmakers demand audit of Comprehensive Perinatal Services to address maternal health disparities

The Joint Legislative Audit Committee convened on March 22, 2023, to discuss a critical request for an audit of the Comprehensive Perinatal Services Program (CPSP) administered by the California Department of Healthcare Services and the Department of Public Health. The meeting highlighted significant health disparities affecting pregnant women, particularly African American women, who face a three to four times higher risk of pregnancy-related deaths compared to women of other races in California.

Assembly members emphasized the urgent need for the audit, citing that the CPSP provides essential psychosocial services aimed at addressing social determinants of health, breastfeeding support, and education for new parents. They pointed out that without this audit, the lives of women could be at risk, as many eligible patients may not be aware of the services available to them. The lack of accurate data on program utilization and communication has created a gap in access to these vital services.

The discussion also noted that the eligibility for Medi-Cal was expanded to one year postpartum as of April 1, 2022, following the passage of Senator Skinner's legislation. However, the assembly members expressed concern that this expansion has not been matched by adequate support and outreach, leaving many new mothers without necessary assistance.

Support for the audit was voiced by Lucy Quatinella from Maternal and Child Health Access, who highlighted the unmet needs of families enrolled in Medi-Cal. She reported that many individuals require support for social conditions impacting their health, such as food insecurity and housing instability. The committee was informed that maternal mortality rates have surged, particularly during the COVID-19 pandemic, underscoring the need for comprehensive support services.

The meeting concluded with a call for increased oversight of the CPSP to ensure that all Medi-Cal beneficiaries receive the supportive services they need. The assembly members urged for a strong commitment to improving maternal health outcomes in California, emphasizing that timely intervention can prevent severe health issues and save lives.
