Carbonria Bluffs development plans spark community concerns over land use and public outreach

During the recent Carpinteria General Plan/Coastal Plan Update Committee meeting, concerns were raised about the clarity and implications of proposed land use changes in the Carpinteria Bluffs area. A key discussion point centered on the need for accurate data to inform planning decisions, particularly regarding the prioritization of new development and redevelopment on underutilized properties.

One committee member expressed apprehension about a statement in the draft land use element that suggests new developments are planned primarily in the Carpinteria Bluffs, including areas like the former oil and gas facility. The member questioned the public outreach efforts that supported this prioritization, noting that it was unclear whether the community had been adequately consulted about potential developments beyond the Chevron property. This lack of clarity could lead to community anxiety over perceived threats to the bluffs, which are valued by residents.

In response, Mayor Clark indicated that much of the outreach occurred through the General Plan Update Committee (GPUC) from 2016 to 2020, prior to the COVID-19 pandemic. While acknowledging that some comments were focused on specific properties, he emphasized that there are other areas within the bluffs that are currently zoned for development, such as the vacant site next to SNS Seeds, which is designated for research and office use.

The discussion highlighted the importance of transparent communication with residents regarding land use planning, especially in sensitive areas like the Carpinteria Bluffs. As the city moves forward with its General Plan update, ensuring that community voices are heard and considered will be crucial in addressing public concerns and fostering trust in the planning process.
