D.C. Council approves renaming Swan Street to honor LGBTQ pioneer William Dorsey Swan

The Washington D.C. Committee of the Whole convened on March 21, 2023, to discuss significant legislation aimed at renaming Swan Street Northwest in honor of William Dorsey Swan, a pioneering figure in LGBTQ+ history. The proposed bill, known as the William Dorsey Swan Street Dedication Act of 2022, seeks to officially designate the street, which has historical ties to Thomas Swan, the 33rd governor of Maryland.

William Dorsey Swan, born into slavery in 1858, became a notable figure in the LGBTQ+ community during the late 19th century. He hosted secret gatherings known as "drags," which were early forms of LGBTQ+ social events. These gatherings provided a safe space for individuals who were marginalized due to their sexual orientation. Despite facing legal challenges, including arrests for hosting these events, Swan's efforts laid the groundwork for future LGBTQ+ rights and community gatherings.

The Committee noted that the bill had received no opposition during its review process, indicating broad support for the renaming. Councilman Pinto, who reintroduced the bill alongside nine colleagues, emphasized the importance of honoring Swan's legacy, which has influenced modern ballroom culture and LGBTQ+ safe spaces.

During the meeting, Councilor Henderson raised a question regarding the estimated cost of $30,000 associated with the legislation, seeking clarification on its necessity.
