Residents demand action against city code enforcement harassment

During a recent city council work session in Visalia, residents voiced significant concerns regarding local governance and code enforcement practices. Business owners expressed frustration over the Downtown Visalia (DTV) management, alleging that the city has shifted responsibility onto them while distancing itself from accountability. One business owner highlighted the challenges faced when attempting to address issues with the DTV, suggesting that the city council's involvement in management agreements complicates their ability to hold the organization accountable.

Residents also raised issues with code enforcement, particularly regarding perceived harassment from city officials. Wayne Girard detailed his ongoing struggles with code enforcement, specifically citing repeated citations for parking his legally registered RV in front of his home. He described the situation as bordering on harassment, despite winning two hearings against the city. Girard called for action to alleviate the burdens placed on residents by code enforcement practices.

Another resident, Leslie Daggett, echoed Girard's sentiments, sharing her experiences with what she described as retaliatory actions from city officials following her complaints about a neighbor. Daggett claimed that her quality of life has been severely impacted by ongoing violations and a lack of response from city authorities.
