Controversial drive thru plan sparks city council debate

In a recent city council meeting, officials discussed a proposed amendment to the Bocelli Bonaview specific plan, which seeks to replace approved retail pads with an additional drive-thru restaurant and an automobile car wash. The site, which includes a Costco and other retail spaces, is currently zoned under a regional commercial specific plan.

City staff presented the existing site plan, highlighting three access points and the layout of approved drive-thrus, including those for McDonald's and Chipotle. Concerns were raised regarding the potential traffic impacts of adding more drive-thrus, particularly how they might exacerbate congestion on local roadways and off-ramps from the freeway. Staff noted that while the traffic studies conducted focused on off-site impacts, they did not adequately address how increased drive-thru options could affect internal traffic flow.

The proposed car wash facility is not currently listed as a permitted use under the specific plan, prompting staff to recommend that the council deny the amendment, citing inconsistencies with the general plan and potential detriment to public safety and welfare. If the council finds the proposal consistent, they would need to direct staff to draft conditions of approval for further review.

Public comments followed the presentation, with community members expressing their views on the development's implications for traffic and local business dynamics.
