The project involves constructing a new 5,174 square-foot house accompanied by a 2,357 square-foot garage, deck, and balcony on a 6,563 square-foot vacant lot.

The property is situated within a floodplain overlay district and falls under the jurisdiction of the Coastal Commission, necessitating a coastal development permit for the project. Although the application includes a lot line adjustment with the adjacent property at 35811 Beach Road, the process typically would be administrative. However, due to its coastal location, additional scrutiny is required.

The proposal seeks administrative modifications to reduce the setback requirements for entry stairs and seaward stairs. While the project complies with most development standards, it requests exceptions for these specific setbacks, height, landscape coverage, and parking.

The site plan presented indicates that the first-floor front yard setback is 18 feet from the garage, with an allowance for a 5-foot reduction on the upper floor. The proposed stairs would encroach into the required setback, extending to approximately 8.5 feet from the front property line, which is significantly less than the mandated 15 feet.
