She pointed out that the bill's scope extends beyond retail theft to include property damage during any felony or attempted felony, suggesting that its implications are broader than its stated intent.
Rodarmo emphasized that the legislature has been moving away from sentence enhancements due to their role in driving mass incarceration. She argued that, at a time when discussions are underway to reduce the costs associated with the prison system, AB 1960 represents a step in the wrong direction. She urged lawmakers to vote against the bill, reinforcing her stance that it would exacerbate existing issues within the penal system.
