City moves forward with transformative Tangerine Plaza redevelopment

In a recent government meeting, city officials presented the redevelopment plans for Tangerine Plaza in collaboration with the Sugar Hill Group. The project, initiated by an unsolicited proposal from Sugar Hill Group in June 2022, aims to create 115 affordable rental housing units alongside 10,000 square feet of retail space, including a grocery store.

The city issued a 30-day notice for alternative proposals, receiving one from Positive Impact Worldwide. Following negotiations, two key agreements were established: an option agreement and a lease and development agreement. The option agreement grants Sugar Hill Group 18 months to secure funding and finalize commitments for the grocery store, while the lease agreement spans 75 years with an annual rental rate of $100,000, initially abated for the first two years to alleviate financial pressure during development.

The timeline for the project is ambitious, with site plans due within three months, demolition to start within six months, and full completion expected within 36 months. The housing units will cater to individuals earning 80% of the area median income or below, with a mix of one, two, and three-bedroom units. A covenant will ensure the affordability of these units for 40 years.

Council members expressed strong support for the grocery store component, emphasizing its importance in addressing food desert issues in the community. Discussions highlighted the potential partnership with Dettweilers Supermarket, which aims to provide fresh food options to local residents.

The redevelopment of Tangerine Plaza is seen as a critical step in revitalizing the area, complementing other nearby projects, including Habitat for Humanity's development of affordable townhomes. The city anticipates that this initiative will stimulate economic growth and enhance community resources, ultimately benefiting residents and local businesses alike.
