City approves transformative redevelopment of Tangerine Plaza

In a recent government meeting, city officials discussed the redevelopment of Tangerine Plaza in partnership with the Sugar Hill Group, which aims to provide 115 affordable housing units and 10,000 square feet of retail space, including a grocery store. The project was initiated following an unsolicited proposal from Sugar Hill Group in June 2022, prompting the city to invite alternative proposals, resulting in one submission from Positive Impact Worldwide.

The city has since negotiated two key agreements: an option agreement and a lease and development agreement. The option agreement grants Sugar Hill Group 18 months to secure necessary funding and commitments for the grocery store, while the lease and development agreement spans 75 years with an annual rental rate of $100,000, initially abated for the first two years to alleviate financial pressure on the development.

The timeline for the project is ambitious, with site plans due within three months, demolition to begin within six months, and full completion expected within 36 months. The affordable housing units will be restricted to households earning 80% of the area median income or below, with a covenant ensuring affordability for 40 years.

The agreement also includes an option for Sugar Hill Group to purchase the property for $1.5 million upon completion, closely aligned with the appraised value of $1.6 million. City officials highlighted the project's potential to revitalize the area, providing essential housing and retail services, including a grocery store that will benefit both new residents and the surrounding community.

The meeting concluded with city staff and representatives from Sugar Hill Group available for questions, marking a significant step forward in addressing local housing needs and community development.
