The CUP is a response to a notice of violation issued on January 26, 2023, concerning unauthorized activities at the ranch, particularly around the Beaver Pond, a state-permitted stock reservoir. This reservoir is vital for irrigation and agricultural use, serving both the golf course and surrounding agricultural lands. The notice highlighted concerns over physical developments along the pond's perimeter, including unauthorized structures and recreational uses that may not comply with federal floodplain regulations.
In addressing these violations, the county provided a pathway for compliance, which included the submission of after-the-fact permits and the option to revert the pond's use back to agricultural purposes or to seek validation for ongoing activities through the CUP process. The applicant has since followed this guidance, submitting the necessary applications to rectify the situation.
Additionally, the administrative adjustment seeks to modify road standards to allow for a narrower road width of 14 feet, instead of the standard 20 feet, for a section of road servicing the ranch's activity barn and future maintenance building. This adjustment is deemed necessary due to the anticipated vehicle traffic and is supported by the county engineer, who confirmed that the change would not compromise public safety.
The meeting concluded with officials preparing to vote on the road exception request first, followed by the CUP, as the approval of the latter is contingent upon the former.
