City Commission Approves Controversial Carefree Estates Development

During a recent government meeting, the Commission discussed the proposed development of Carefree Estates, a major combination application aimed at subdividing nearly 20 acres into 99 residential lots and two ponds. The site is located outside the city limits of El Paso, specifically east of Mission Ridge Drive and south of Pelecano Drive. Access to the subdivision is planned via Mission Ridge Drive, Aircoop Road, and Galactica Place.

Andrew Giraldi, representing the planning and inspections department, presented the application, highlighting that the lots will vary in size, with the ponds measuring between 0.64 and 0.71 acres. The drainage system for the development will utilize surface flow directed into the ponds. Giraldi noted that the application is being reviewed under the current subdivision code and included a preliminary plat for consideration.

The applicant is seeking an exception from the city plan commission to allow for a block length exceeding 1,000 feet, citing topographical challenges and existing development as constraints. Staff recommended approval of the application based on these considerations.

Commissioner Massoud raised concerns regarding the status of Aircoop Road, questioning its classification as a private road and the implications for access to the development. The applicant's representative, Mister Escarate, confirmed that they concur with the staff's recommendations but did not provide clarity on the access issue during the meeting.

The discussion highlighted the complexities involved in urban planning and the importance of ensuring proper access to new developments, particularly when private land is involved. The commission's decision on the application will be pivotal in determining the future of the Carefree Estates project.
