During a recent government meeting, officials expressed concerns regarding the timeline and clarity surrounding new housing legislation. The Department of Community Affairs (DCA) and the Housing and Mortgage Finance Agency (HMFA) have yet to release the necessary rules and regulations that will guide the implementation of the new housing program. Participants noted that the tight schedule poses significant challenges, particularly given that most governing bodies convene only once a month, limiting opportunities for discussion and decision-making.
There are indications that the timeline for the housing initiative may be extended, as stakeholders believe it is unrealistic to meet the current deadlines. Rumors of a potential new bill at the state level that could alter the existing framework were mentioned, although no concrete details have emerged.
The town has until June 30, 2025, to adopt a new housing element and fair share plan, which will mirror the previous housing element adopted in 2019. This new plan will include demographic data and a review of past obligations. Importantly, the housing element must align with the state’s development and redevelopment plan, a requirement that has not been emphasized since the 1990s but is now gaining attention. A new state plan was expected to be released on April 8 but has since been delayed, further complicating the situation for local governments.
