The first item on the agenda involved a proposal to amend the comprehensive land use plan and the official zoning map for a property previously designated as a General Business District (BG) to a Residential Single Family designation within the North Conyers Design Overlay District.
Commissioners noted that the site, which has remained undeveloped since its subdivision in 2006, was being considered for single-family home construction. Despite initial expectations for viable commercial development, challenges in attracting commercial users were highlighted, prompting the shift towards residential use. The motion to combine the vote for both amendments was approved with one dissenting opinion, and the request will proceed to a public hearing before the city council on July 17.
The second item addressed a rezoning request from residential multifamily (RM) back to light industrial (M1) for a property owned by John Andrew Nicks, representing Senior Investment. The property, which has faced topographical challenges that hindered previous plans for townhome development, is now being proposed for industrial warehouse use. The planning staff recommended approval of the rezoning with seven conditions, emphasizing the need for a 75-foot buffer between the proposed industrial site and adjacent residential areas.
The applicant's representatives explained that the previous developer's due diligence revealed the site was unsuitable for townhomes, leading to the current request for light industrial zoning. The meeting underscored the ongoing evolution of land use in the region, reflecting a shift in development strategies to better align with market realities and site characteristics.
