Expansion of self storage facility sparks community debate

In a recent public hearing, Oro Valley officials discussed two significant items related to the expansion of an existing self-storage facility located at the southeast corner of Oracle Road and Hardy Road. The proposed changes include a general plan amendment and a rezoning request aimed at enhancing the facility's operations and compliance with local regulations.

The first item, Resolution Number 2418, seeks to amend the land use designation from Neighborhood Commercial Office to Community Regional Commercial. This change is intended to better align the site with its existing C2 zoning and facilitate the proposed expansion. The second item, Ordinance Number 2406, involves rezoning the property to a Planned Area Development (PAD), which would allow for the construction of a new 50,000 square foot self-storage building and 68 covered RV parking spaces.

Kyle Packer, a senior planner, presented the details of the proposal, highlighting the facility's long-standing presence in the community since its establishment in 1986. The expansion aims to address the growing demand for self-storage and RV parking, particularly in an area where such options are limited due to local regulations prohibiting on-street RV parking in many neighborhoods.

Public participation was noted, with several neighborhood meetings held to discuss the project. Concerns raised included building heights, setbacks, and drainage, all of which the applicant has addressed through design modifications. The proposed site plan includes enhanced landscaping and a screen wall to minimize impacts on neighboring properties.

Council members expressed support for the project, emphasizing its potential benefits to the community, including increased storage options and improved compliance with local zoning standards. The planning and zoning commission has recommended approval of both items, contingent upon the approval of the general plan amendment.

The council is expected to vote on the proposals in the coming weeks, with proponents arguing that the expansion represents a responsible use of the site that meets the needs of Oro Valley residents while maintaining the area's aesthetic integrity.
