EPISD faces scrutiny over massive debt and transparency issues

During a recent meeting of the El Paso Independent School District (EPISD) board, concerns were raised regarding the Request for Qualifications (RFQ) 24-027, particularly about the lack of financial transparency and the necessity of hiring additional outside legal counsel.

Trustee inquiries highlighted the absence of a specified dollar amount in the agenda and accompanying documents, prompting questions about whether the district was effectively issuing a \"blank check\" for legal services. The trustee emphasized the importance of fiscal responsibility, especially in light of the district's existing debt load of approximately $1.2 billion, which could potentially increase by an additional $600 million to $1 billion.

The trustee also questioned the rationale behind hiring outside counsel when EPISD already has qualified in-house legal staff. This raised concerns about the prudence of incurring further expenses amid claims of fiscal tightness.

In response, Chief Financial Officer Martha Aguirre clarified that the bond counsel would be utilized on an as-needed basis for financing transactions, explaining that the RFQ was intended to award a bid rather than finalize a contract. She noted that specific financial negotiations would occur in subsequent meetings.

The discussion underscored the board's commitment to transparency and fiscal stewardship, as well as the challenges of managing significant debt while considering future financial obligations, including potential property tax increases that could impact both homeowners and renters in the district.
