In a recent government meeting, Layman and Son Consulting, representing Division Street Property LLC, submitted a request to rezone a property at the northeast corner of West Division Street and Baker Avenue from C4 to R3. This change aims to facilitate a multifamily residential development in an area characterized by mixed zoning and diverse land uses.
The proposed site is situated one block west of the North Main Street Business Corridor, surrounded predominantly by residential zones, specifically R5, with two significant multifamily developments located a few blocks to the north. While commercial activities are primarily concentrated along Franklin Street to the north and Main Street to the east, the area also features industrial operations, including Center Point Energy and Berry Global.
According to the city’s zoning code, the R3 district permits a range of residential uses, from single-family homes to higher-density multifamily units. However, the comprehensive plan for the area, as outlined in the 2035 future land use map, designates the site for commercial use, indicating that the proposed residential development may not align with the broader planning objectives.
Despite this, the residential use aligns with the goals of the Jacobsville overlay zone, which emphasizes mixed-use development in the urban core and the Evansville promise neighborhood. The comprehensive plan highlights the need for neighborhood rehabilitation and revitalization, advocating for infill redevelopment to combat housing loss and improve housing conditions through higher-density residential and mixed-use developments.
The area plan commission has reviewed the rezoning request and recommended approval, with 11 affirmative votes supporting the initiative. This development could play a crucial role in addressing the city's housing needs while contributing to the revitalization efforts in the urban core.
