School deal at risk as deadline extension looms

During a recent government meeting, updates were provided on the Blueprint Schools Program Phase 2, specifically regarding an amendment to the exclusive negotiation agreement (ENA). Jason Washington, a representative involved in the project, reported that the original ENA, approved last September, allowed for a nine-month negotiation period to finalize the project’s memorandum of understanding (MOU) with Progressive Education Partners.

Due to delays in the MOU process, the timeline for finalizing the agreement has been extended to July 25, 2023. Washington noted that the increase in the breakage fee—rising from $4 million to $5 million—would apply if the deal does not go through. This fee reflects the financial risk taken by the developer, who has already invested approximately $20 million in the project.

The MOU has now been signed off by the Interagency Commission (IAC) and will be presented for a vote on July 27. Washington emphasized that all obligations on the part of the Prince George's County Public Schools (PGCPS) have been met, and the necessary documentation has been submitted to the IAC for their upcoming meeting.

Board members raised questions regarding the implications of the new timeline and the potential risks associated with the increased breakage fee. Washington clarified that if the agreement is not approved by the new deadline, the developer could withdraw from the deal, potentially leading to financial repercussions for PGCPS.

The meeting underscored the importance of timely approvals and collaboration between the state and local entities to ensure the successful advancement of the Blueprint Schools Program.
