In a recent government meeting, officials discussed two significant annexation ordinances in Sugar Grove Township, Kane County, Illinois. The first ordinance, identified as 24-0516, pertains to the annexation of a portion of railroad property located between Gordon Road and Orchard Road. The second ordinance, 24-0517, involves the annexation of land bordered by the Kane County Forest Preserve to the east, ComEd Utility right-of-way to the west, Progressive Baptist Church to the north, and BNSF Railway to the south, transferring this property to the city of Aurora.
Tracy Basic, a senior planner with the zoning and planning division, presented details on these annexations. The second property is particularly noteworthy as it has been designated for estate residential development in the city’s countryside vision plan. Earlier this year, Kane County received a special use application for a proposed solar farm on this land, prompting the city council to express its objection to the project, voting 11 to 1 against it.
The city is currently collaborating with BNSF to facilitate the annexation of the railroad property, which is crucial for the potential annexation of the solar farm site and other adjacent properties. Under Illinois Municipal Code, annexation of 60 acres is permissible when the land is entirely surrounded by municipalities and a forest preserve district.
Despite the city’s efforts, the Kane County Board approved the solar farm project at their recent meeting, even after city staff requested a delay to allow for the annexation process to unfold. This decision raises questions about the future development of the area and the city’s ability to influence land use decisions within its jurisdiction.
