During a recent government meeting, significant discussions centered around a notice of intent filed by the Massachusetts Audubon Society for a project at 1413 to 1415 Varnum Avenue. The proposal aims to develop a temporary gravel parking lot, walking trails, and an outdoor classroom, alongside necessary drainage infrastructure. Notably, parts of this project will occur within 100 feet of bordering vegetated wetlands.
Jane Calvin, Executive Director of the Lowell Parks and Conservation Trust, introduced the project, highlighting its long-term vision that has been in development for over 20 years. The property, now co-held under a conservation restriction with the city of Lowell, is envisioned as a wildlife sanctuary and educational space. Calvin emphasized the collaborative nature of the project, which involves multiple partners, including Mill City Grows and the city itself.
Renata Pomponi, Senior Director of Strategic Initiatives for Mass Audubon, elaborated on the community engagement efforts that shaped the project. Over the past two years, the team conducted nine sessions in four languages to gather public input, leading to four guiding principles: enhancing open space, ensuring accessibility, promoting food security, and fostering ecological stewardship.
The meeting also outlined the project's phased approach. Phase one, which focused on conservation, has been completed. Phase two aims to open the property to the public, with plans for trail construction and the outdoor classroom expected to commence later this year. Future phases may include the development of an education center, projected to begin in 2026 or later.
Radhika Mahan, Senior Landscape Architect, provided technical details about the ecological restoration efforts planned for the site. The project will focus on removing invasive species and reintroducing native plants to enhance biodiversity and ecological health.
The commission unanimously supported the motion for a positive determination regarding the notice of intent, signaling a step forward for this community-focused initiative aimed at preserving and enhancing local natural resources.
