The June 25th, 2024 City Council meeting commenced with an invocation led by Council Member Taylor, followed by the Pledge of Allegiance. The highlight of the meeting was the recognition of the Lynchburg Public Library, which received the prestigious American Library Association PR Exchange Award. Beverly Blair, the Director of Libraries, presented the award, noting that the library won in the electronic category for its promotional materials related to Deaf Awareness Month. The award was part of a competitive selection process that included over 334 entries from more than 100 institutions nationwide.
Blair emphasized the library's commitment to inclusivity, celebrating the diverse community in Lynchburg. She shared details about a recent event featuring Ryan Smith, CEO of For the Deaf Girl, who taught attendees about American Sign Language (ASL) and its unique grammar structure. The library's efforts to promote awareness and education around deaf culture were highlighted as essential to fostering community engagement.
Following the award presentation, the council moved to the consent agenda, which included routine items requiring a single vote for approval. Council Member Huggleton requested the removal of the June 11th meeting minutes from the agenda, allowing for the approval of the May 28th minutes instead. The motion was unanimously passed by the council members present.
The meeting then transitioned to the public hearing section, where staff presentations would precede public comments. Each speaker was allotted three minutes, with representatives of groups given five minutes to address the council. This structured approach aims to ensure that community voices are heard in the decision-making process.
