Microsoft plans massive data center in Mount Pleasant

The Mount Pleasant Plan Commission convened on June 19, 2024, to discuss significant developments in the area, including a major site plan review for a Microsoft Corporation data center and an expansion of an ATC substation.

The meeting began with a roll call, confirming the attendance of several commissioners and noting the absence of a few members. The minutes from the previous meeting were approved unanimously, with one commissioner recusing themselves due to absence.

The primary focus of the meeting was the site plan review for a proposed Microsoft data center complex, which will span over 1.29 million square feet south of Lampira Creek. The preliminary site plan had already received approval, allowing for grading permits. The project aligns with the village's comprehensive land use plan and includes provisions for enhanced bicycle pathways and significant environmental restoration efforts along the creek. Microsoft has committed to funding the restoration of the creek and incorporating green infrastructure into the landscaping plans.

However, the application does not meet certain transparency requirements for building facades, prompting Microsoft to seek variances from the Plan Commission. The community development director noted that the project qualifies for alternative compliance due to the height of a nearby railway overpass, which affects visibility of rooftop mechanical equipment. The commission expressed appreciation for the thoroughness of Microsoft’s application, highlighting its alignment with local zoning standards.

Following a discussion, the commission voted to recommend approval of the Microsoft site plan, contingent upon the outcome of the variance requests.

The second item on the agenda involved a site plan review for an expansion of the ATC substation at 4707 County Trunk Highway H. The proposed expansion includes an additional 8,960 square feet of building area, which adheres to the village's comprehensive plan and maintains protections for the nearby creek restoration area. Similar to the Microsoft project, the ATC application also requires a variance for roof slope due to the utility nature of the buildings.

The commission recommended approval of the ATC expansion, subject to conditions outlined by village staff, including potential adjustments based on the outcome of the variance application.

Both projects will be presented to the village board for final approval in the upcoming meeting, marking significant developments in the area’s infrastructure and economic landscape.
