City Council Approves Controversial Changes to Manager's Contract

In a recent special call meeting, the Lamarck City Council addressed several personnel matters, including a complaint against an officer and amendments to the employment agreement of City Manager Cesar Garcia.

During the session, Council Member Joseph Lowery moved that no action be taken regarding the complaint, clarifying that the council was not disposing of the matter at this time. The motion was approved unanimously.

The council then discussed amendments to Garcia's employment agreement, which were presented as necessary clarifications rather than changes in compensation. Key amendments included adjustments to retirement benefits, specifying that the city would contribute to the Texas Municipal League pension fund and reimburse Garcia for contributions to a 457(b) plan.

Additionally, Garcia opted to redirect a previously agreed-upon $1,000 monthly car allowance towards health insurance benefits for his dependents, emphasizing his preference for family support over a vehicle allowance. The agreement also clarified terms regarding vacation and sick leave compensation upon separation from the city, as well as stipulations for severance pay, which now includes a cap on the total amount.

Council members expressed their understanding that these amendments do not constitute a pay raise but rather a reallocation of existing funds. The council is expected to finalize the amendments upon approval in the coming sessions.
