In a recent meeting, Kitsap County officials discussed a significant contract with the Washington State Healthcare Authority aimed at enhancing reentry services for individuals transitioning from incarceration. Chief of Corrections Penelope Sapp presented the $2.25 million revenue contract, part of the Medicaid Reentry Demonstration Initiative, which seeks to provide essential medical and mental health services to individuals while they are in jail and upon their release.
Currently, when individuals on Medicaid enter the jail system, their benefits are paused, leading to a financial burden on the county for medical services. The new initiative aims to address this issue by allowing pre-release services to begin up to 90 days before an inmate's release, ensuring continuity of care and reducing the county's costs associated with emergency medical services and prescriptions.
Key components of the initiative include case management, medication for substance use disorders, and the provision of medical supplies upon release. Sapp emphasized the importance of having medications ready for individuals upon their release, as many do not have immediate access to pharmacies.
The funding will be allocated towards developing policies and procedures, hiring staff for Medicaid enrollment and billing, and enhancing IT infrastructure to streamline the billing process. Sapp noted that the initiative positions Kitsap County as a leader in reentry services, with the jail already recognized for its proactive approach to providing care, including a long-standing medication program for opioid use disorders.
The meeting concluded with a call for support from the commissioners, highlighting the potential for reduced recidivism and improved outcomes for individuals reintegrating into society. Sapp expressed optimism about the initiative's impact, stating, \"Saving one life to me is a success,\" and reaffirmed the county's commitment to leading in reentry services.
