Housing project bypasses parking rules for affordable units

In a recent government meeting, officials discussed a new affordable housing project that is set to benefit from recent state legislation aimed at easing parking requirements for developments near major transit stops. Under California's AB 2097, which took effect on January 1, 2023, cities cannot mandate parking for developments located within half a mile of a major transit hub, such as the Caltrain Station.

The proposed project aims to dedicate at least 20% of its housing units to very low, low, or moderate-income residents, qualifying it for exemption from local parking requirements. The developer plans to offer 100% of the housing units as affordable, specifically targeting low and very low-income families, and will voluntarily provide six surface parking spaces. These spaces will be accessible via a rear alley and are intended for property management, deliveries, and drop-offs.

Additionally, the project will include electric vehicle charging stations and will comply with ADA requirements for accessible parking. The timeline for the project indicates that a pre-application was submitted in February 2024, followed by a notice of intent in May, which initiated the tribal consultation process. The meeting served as an informational session required by SB 423, with further steps contingent on the completion of necessary prerequisites.
