City Council Halts Construction Amid Fraud Allegations

In a recent city council meeting, officials discussed the authorization of an agreement with LS Architects for the schematic design services and community engagement for the City Aquatic Center. The agreement, which is set to run through December 31, 2024, is valued at $503,687.50. This decision comes in light of a stop work order issued to Block Construction, the previous contractor, due to pending litigation involving allegations of fraud.

Recreation and Parks Director Justin Long addressed the council, explaining that the city became aware of the litigation after receiving an anonymous letter, which prompted a review of Block Construction's legal standing. The lawsuit, filed by the San Mateo Community Colleges District, raised concerns about the contractor's past performance, including significant cost overruns on a previous project.

Long acknowledged the oversight in not disclosing the litigation during the initial contract approval process, stating that all bidders had been required to disclose any ongoing legal issues. He emphasized that the information had been provided by Block Construction, and there was no intent to conceal it.

The council members expressed concern over the delay in terminating the contract with Block Construction, questioning why action had not been taken sooner. Long explained that the city was awaiting further information regarding the litigation, with a court date set for July 11 that could potentially resolve the matter.

As the city moves forward with LS Architects, the council aims to ensure that the Aquatic Center project progresses without further legal complications. The decision reflects a commitment to transparency and accountability in municipal contracting processes.
