Cell tower proposal sparks community debate and concerns

In a recent public hearing, the Merced Planning Commission discussed a proposal from AT&T Mobility to construct a 55-foot tall stealth monopine cell tower at 1717 East Olive Avenue, the site of the Bear Creek Community Church of the Nazarene. The project, which aims to enhance local LTE coverage, has sparked significant community interest, with 15 speakers expressing opposition during a prior site plan review.

The commission was informed that the applicants requested a continuance to the next meeting on August 7, 2024, to explore alternative locations for the tower. City staff indicated they were prepared to present the project if the commission chose not to grant the continuance.

The proposed tower is designed to blend into the residential area, complying with the general plan designation of low-density residential and the zoning classification of R16. The municipal code permits such facilities to exceed the maximum height limit of 35 feet with a conditional use permit, provided they meet specific design standards. The tower will be surrounded by a six-foot soundproof fence, and its design will mimic that of a pine tree to minimize visual impact.

Conditions for the project include compliance with Federal Communication Commission (FCC) standards for radio frequency emissions and coordination with the local airport authority to ensure safety regulations are met. The proposed installation is expected to improve cellular service in the area, which currently has limited coverage.

The commission will reconvene on August 7 to further discuss the proposal and any new findings from the applicant regarding alternative sites.
