During a recent Concord city council meeting, officials discussed the HOPE solution proposal aimed at increasing permanent supportive housing in the city. The proposal follows the council's acceptance of a comprehensive homeless strategic plan earlier this year, which outlines goals and strategies to address homelessness in the community.
The council has set aside $5.4 million in one-time funding to tackle homelessness, with $5.2 million still unallocated. The recommended action for the council is to receive information from Hope Solutions regarding their proposal and, if supported, to allocate funds from the remaining budget.
Hope Solutions, a nonprofit organization founded in 1997, aims to combat homelessness by providing permanent housing and essential support services. CEO Diane Perron highlighted the organization's commitment to serving vulnerable populations, including survivors of domestic abuse and youth exiting the foster care system.
The proposal includes an expansion of the ACCESS program, which has been operational since 2015 and currently serves 48 individuals in 32 units, with a success rate of 96% in maintaining housing. The organization plans to convert a 12-unit motel in Concord into small studio apartments, requiring approximately $245,000 for capital improvements, primarily for safety upgrades.
In addition to the capital improvements, Hope Solutions is seeking additional funding to enhance on-site support services, including weekend coverage and resident monitors to assist during off-hours. The initiative aims to provide long-term housing solutions and support for the homeless community in Concord, with over $2.3 million in HUD funding already secured for the next five years.
