In a recent government meeting, officials reviewed the progress and initiatives stemming from the City Council's 2020 affordable housing strategy, a comprehensive plan aimed at enhancing housing quality and preserving affordability for lower-income households in San Pablo. This 10-year implementation plan outlines seven core goals designed to address various aspects of housing in the city.
The goals include supporting new and existing homeowners, protecting current tenants, improving housing quality and safety, preserving existing affordable housing, increasing housing production, preventing homelessness, and creating new funding sources for affordable housing.
One of the key initiatives discussed was the San Pablo Loan Assistance for Sustainable Housing (SPLASH) program, launched in partnership with the San Pablo Economic Development Corporation (EDC) in 2021. This program provides low-income buyers with silent second loans of up to 20% of a home's value, repayable over 30 years. As of last month, three SPLASH loans have been processed, with the EDC actively promoting the program to potential applicants.
Additionally, the meeting highlighted the recent adoption of a rent registry ordinance on March 4, 2023. This ordinance mandates property owners to register detailed information about their rental units, including landlord details and tenancy changes. The data collected through the rent registry is expected to inform future housing policies and address market trends and rental supply needs.
These discussions underscore the city's commitment to tackling housing challenges and ensuring long-term affordability for its residents.
