City plans exclusive dining area in public plaza

In a recent government meeting, officials discussed significant developments regarding the streetscape project on Santa Fe Avenue, which aims to enhance pedestrian accessibility and promote outdoor dining. The project involves narrowing driving lanes and widening sidewalks, facilitating a more inviting atmosphere for sidewalk dining. However, adjustments made in 2018 and 2020 revealed challenges in maintaining a six-foot unobstructed pathway due to existing infrastructure, leading to a reduction to five feet.

Catherine Kitchen, representing 1858 Properties, submitted a cafe license application for Jose Peppers, which includes plans for a covered dining area exclusive to restaurant patrons. The proposed patio measures 14 feet by 44 feet and will accommodate 44 seats. A license agreement is necessary for the construction of this covered area within Campbell Plaza, a public city-owned property.

The plan also includes a dual-use outdoor space, allowing both Jose Peppers patrons and the general public to utilize the remaining plaza area. This arrangement mirrors a previous approval for Prickly Pear in 2021. However, the exclusive dining area will reduce public access to the plaza by 18%.

Concerns were raised regarding the permanence of barriers associated with the new dining area, particularly a brick planter that may not be easily removable without damaging the sidewalk. The meeting underscored the balance between enhancing local dining options and preserving public space accessibility.
