New drive-thru restaurant project sparks community debate

A proposed development project for a drive-thru restaurant on a site consisting of five parcels and an alleyway has garnered attention during a recent government meeting. The project, which is set to merge the parcels and requires a separate development agreement, is located in a commercially zoned area with existing surface parking lots.

The site, bordered by Gage Avenue to the north, Atlantic Avenue to the east, and Clarkson Avenue to the west, will feature a new restaurant with a covered patio and 62 parking spaces, exceeding the municipal code requirement of 54 spaces. The design includes landscaping, a trash enclosure, and bike racks, with plans for approximately 37 trees to enhance the site's aesthetics and provide screening.

The restaurant, identified as an In-N-Out, will operate seven days a week, employing 10 to 15 staff members per shift. It will feature indoor seating for 84 patrons and outdoor seating for 28. The drive-thru is designed to accommodate 24 vehicles, with an overflow management plan in place to handle additional traffic.

Traffic studies indicated that the project would impact two nearby intersections, which already operate below acceptable service levels. However, proposed improvements, such as restriping, could enhance traffic flow at these locations.

The project also includes a request for a master sign program, allowing for multiple signs that exceed standard regulations. Proposed signage includes a 30-foot pole sign and several wall signs, which have raised concerns regarding compliance with existing signage laws.

As the project moves forward, conditions of approval will require a review of the parking agreement and further assessments of the proposed variances related to parking stall dimensions and signage. The community will be closely monitoring the developments as the project progresses through the planning stages.
