Funding at risk as Black Canal project faces delays

In a recent government meeting, officials provided updates on the financial status and ongoing projects, highlighting significant developments in revenue, expenditures, and infrastructure initiatives.

The meeting commenced with a financial overview, revealing a year-to-date total revenue of $3.9 million against expenditures of approximately $2.1 million, which includes capital improvement projects. Final financial figures for the previous fiscal year are expected to be available by August or September.

A key agenda item was the consideration of awarding a construction contract for the Black Canal Slope Rehabilitation Project, which has been in progress since 2015. The project, initially funded by a FEMA grant, has faced multiple delays due to design changes and the COVID-19 pandemic. Officials emphasized the urgency of completing the project, as FEMA has indicated that failure to proceed could result in the loss of funding.

The project's estimated cost was initially set between $3.2 million and $3.8 million, but recent bids came in at approximately $4.35 million, exceeding expectations. With FEMA's grant covering about $850,000, the total projected cost to complete the project stands at roughly $4.4 million, factoring in additional permits and mitigation requirements.

Officials stressed that any modifications to the project scope or further delays could jeopardize the grant funding, underscoring the importance of adhering to the original project description submitted to FEMA. The Black Canal project is crucial for maintaining infrastructure integrity in the area, and its timely completion is now a priority for the district.
