City approves $250000 settlement for homeowner after standoff

In a recent city council meeting, officials discussed a settlement agreement with Carol Hamilton, who suffered significant property damage following a police incident at her home on February 13, 2024. The council is considering a payment of $250,000 to Hamilton as part of the settlement, which she has already agreed to.

The incident involved a gunman barricading himself in Hamilton's residence on North Sheridan Avenue, leading law enforcement to demolish part of her home to resolve the situation. The city has already contributed approximately $27,000 towards the demolition and related fees, including waiving costs for the site survey and building permits for Hamilton's new home, which she plans to construct on the same property.

Hamilton's new home is estimated to cost around $490,518, and Farmers Insurance has provided approximately $217,000 towards this construction. The settlement agreement stipulates that the city will no longer be involved in the construction process once the payment is made, and all claims against the city and involved law enforcement agencies will be released.

The funds from both the city and Farmers Insurance will be managed by the Wyoming Community Development Authority (WCDA) in a manner similar to a construction loan, ensuring that payments are made as invoices are submitted. The council expressed confidence that, combined with potential donations and aid, Hamilton will have sufficient resources to complete her new home. The settlement agreement is pending approval from the city council.
