City Administrator's Pay Soars Amid Public Outcry

In a recent city council meeting, concerns were raised regarding the significant salary increase of Placentia's city administrator, Damian Arula, whose total compensation rose from $458,375 in 2022 to $470,981 in 2023—a 19 percent jump. This increase was attributed to a lump sum payment of $104,407. Despite Placentia's relatively small population and tax base, Arula remains one of the top five highest-paid city administrators in Orange County.

The council's decision to provide Arula with an $800 monthly vehicle allowance, rather than a city-owned vehicle, has also come under scrutiny. Critics questioned whether this arrangement effectively shields the city from liability in the event of an accident involving Arula's personal vehicle. Additionally, the city has incurred costs related to maintaining Arula's vehicle, including $392,591 paid to a dealership over 13 months and $3,478 for an electric vehicle charger exclusively used by him.

Further controversy arose over the city covering car wash expenses for Arula's personal vehicle, which totaled approximately $3,657 when factoring in labor costs for city employees who washed the car 62 times. This has led to comparisons with past incidents of financial misconduct within the city, highlighting a perceived hypocrisy in Arula's previous denunciations of corruption.

Residents expressed frustration over the allocation of public funds, emphasizing that the city's limited resources should prioritize essential services like police and fire protection. The meeting underscored a growing concern among citizens about fiscal responsibility and transparency in local government, with calls for accountability regarding the use of taxpayer dollars.
