Rising demand for ADUs sparks regulatory changes

During a recent government meeting, discussions centered on the rising interest in Accessory Dwelling Units (ADUs) in Eastvale, with officials reporting a significant increase in inquiries and applications. As of this year, the city has received 19 applications for ADUs, with an estimated 25 ongoing inquiries daily. This marks a notable uptick compared to previous years, where approximately 35 ADUs were approved last year.

The conversation highlighted the challenges posed by local zoning laws, particularly regarding front setbacks for ADUs. Officials noted that many properties in Eastvale have small lots, which may limit the placement of ADUs to front yards if rear yard space does not meet separation requirements. However, state law mandates that cities must allow for at least an 800 square foot ADU, regardless of the property layout.

In response to the growing demand, city officials are considering the development of standardized architectural plans for ADUs, which would streamline the application process for potential builders. This initiative is in line with new state legislation requiring at least one pre-approved plan to be available by January 1, 2025.

Concerns were raised about the implications of placing ADUs in front yards, particularly regarding safety and visibility for emergency services. While state law governs these developments, officials assured that building codes would still enforce safety standards.

The meeting concluded with a motion to adopt a resolution recommending the city council amend the zoning ordinance to align with state law regarding ADUs. The motion passed unanimously, reflecting the commission's commitment to facilitating housing solutions in the community.
