Council votes on controversial group home proposal for students

In a recent city council meeting, a resolution was passed to grant an appeal concerning a conditional use permit for a proposed group home facility aimed at supporting international graduate students. The facility, which will be operated by the International Student Christian Association, is planned for a property located at 10 South Palmer Avenue in the University Heights neighborhood, approximately 800 feet from the University of Arkansas John McDonald Field.

The property currently houses a 3,000 square foot single-family home built in 1966. The previous owner had sought a conditional use permit to convert the home into a short-term bridal venue, but that request was denied by both the planning commission and the city council. The new proposal, which seeks to establish a 3,750 square foot group home, aims to provide long-term housing for up to six full-time international graduate students.

City staff classified the proposed use as a cultural and recreational facility under the unified development code, which encompasses dormitories and care facilities, necessitating a conditional use permit in the RSF 4 district. Both staff and the planning commission found the proposal compatible with the surrounding land use, noting its transitional position between institutional uses to the east and a single-family residential neighborhood to the west.

The council's decision marks a significant step in addressing housing needs for international students in the area, reflecting a commitment to fostering a supportive environment for the university's diverse student body.
