City staff recommends approval of controversial restaurant development

During a recent government meeting, public concerns regarding a proposed restaurant development in Scappoose were addressed, highlighting issues related to traffic, noise, and property values.

Two members of the public submitted comments, with Linda Bolin expressing apprehension about increased traffic in the area, fearing that even one restaurant could exacerbate congestion and lead to accidents. In response, the applicant provided a detailed traffic impact study, which was reviewed and supported by city staff, confirming that the proposal meets local transportation standards.

Lawrence and Cheryl Killeen raised additional concerns about fencing, noise, lighting, and potential impacts on their property value. The applicant assured that appropriate fencing and landscaping would be implemented to buffer the restaurant from the Killeens' home, although some requests, such as taller fencing, would ultimately be at the property owner's discretion. City staff noted that while the Killeens' concerns were valid, many were already addressed in the proposal or fell outside the scope of land use regulations.

The meeting concluded with staff recommending approval of the site development review and related applications, citing a total of 47 conditions of approval—more than usual due to the consolidation of multiple applications into one decision. The planning commission will consider these recommendations in their upcoming deliberations.
