Lawmakers push for vital agriculture disaster relief funding

During a recent government meeting, committee members discussed House Bill 423, which focuses on the Department of Agriculture and Food's annual cleanup and response to the severe drought that has impacted the agricultural community. The bill aims to address the responsibilities of the agency and includes provisions for disaster relief and agricultural water optimization.

The meeting highlighted the allocation of $5 million in disaster relief loans for agricultural producers, following a disaster declaration by the governor. To date, approximately $4.7 million of these funds have been committed, with the program set to continue until April. The bill proposes to allow the department to utilize a portion of the Agricultural Water Optimization funds, previously appropriated through the American Rescue Plan Act (ARPA), to replenish the disaster relief loan fund. This approach aims to ensure that funds are available for both disaster relief and water efficiency programs without requiring additional funding requests.

Additionally, the legislation clarifies that the Utah Conservation Commission (UCC) can issue grants and aligns the Agricultural Water Optimization Program with ARPA requirements. Over the past two years, the legislature has appropriated $3 million annually to this program, which supports farmers in implementing water efficiency measures statewide.

The meeting concluded with a call for further input from Amber Brown of the Department of Agriculture, who was invited to elaborate on the bill's details and implications.
