The council noted their previous collaborations with the division of forestry and state foresters to manage firearm discharge, particularly in high fire danger situations. They warned that the enactment of HB 54 could lead to overreach and complicate the current regulatory landscape.
Dan Reed, the Western Regional Director of the National Rifle Association, also opposed HB 354, supporting the council's stance. He reiterated that sufficient authority already exists to regulate shooting during high fire danger periods, which can be effectively managed through cooperation between the state forester and county sheriffs.
The discussions reflect ongoing concerns about balancing firearm regulations with public safety and legislative authority in Utah.
