This request follows a decision by the KSouth County Board of Supervisors to cut their contribution by 50% during a January meeting, which was later revealed to be a 75% cut, leaving the commission with only $31,521.
Rick referenced an opinion from Iowa Attorney General Tom Miller, asserting that the county Board of Supervisors lacks the authority to unilaterally alter the funding for the emergency management commission, as outlined in Iowa Code. He emphasized that the commission's budget had been set at $126,084, and the supervisors' actions were in violation of state law.
In addition to the funding issue, Rick advocated for the establishment of a county administrator position, arguing that a credentialed administrator is essential for managing the county's multimillion-dollar budgets effectively. He noted that several Iowa counties have successfully implemented this role, which would enhance fiscal health and operational efficiency. Rick highlighted that the funding for this position is already available and urged the supervisors to consider this critical addition for the benefit of KSouth County residents.
