County Road project sparks debate over zoning changes

During a recent government meeting, officials discussed a development plan for a property located at 5888 South 700 East. The plan involves converting a single-story residential home into business offices. The Boone County Highway Department and the town's Department of Public Works have agreed to a temporary 40-foot half right of way for County Road 700 East. However, they require a full 55-foot half right of way if the property is redeveloped in the future.

Additionally, the property owner has received a variance for a reduction in the required buffer yard along the south side of the property. This variance was approved by the Board of Zoning Appeals earlier this month. As a result, a compliant landscape plan has not yet been submitted, but it is a requirement for the project.

The owner, Kerry Baumann, participated in the meeting via Zoom. He clarified that the business offices would not involve parking construction vehicles at the site, addressing concerns from the public about potential parking issues. Instead, the parking spaces will be relocated to the back of the house.

Staff members recommended conditional approval of the development plan, contingent on the submission of a compliant landscape plan and necessary upgrades to convert the structure from a class 2 residential to a class 1 commercial building. The Department of Homeland Security will oversee these upgrades as part of the conversion process.

The meeting concluded with an invitation for further questions from the public and planning commission members regarding the project.
