City Council Approves Million Dollar Loan for Affordable Housing

The Clearwater City Council convened on September 3, 2024, to discuss key agenda items, including proposed adjustments to solid waste collection rates and the approval of a deferred loan for affordable housing development.

During the meeting, Leticia Duhalik from Stantec presented the results of a revenue efficiency analysis for the solid waste and recycling services. The analysis indicated that the current rate plan, which has been in effect since 2019, needs to be extended for another five years with a proposed adjustment of 3.75%. This increase, equating to approximately $1.43 per residential customer per month, is necessary to meet rising capital and operating costs, which have been impacted by inflation and increased tipping fees at the county level. Duhalik noted that Clearwater's proposed rate increase is significantly lower than the average 8% increase seen in surrounding municipalities.

Council members expressed concerns about Clearwater's standing as one of the highest in solid waste costs compared to neighboring areas. However, they acknowledged the city's superior service level, which includes features like free missed pickup services and comprehensive bulk waste collection, which are not universally offered by other municipalities.

In addition to solid waste discussions, the council reviewed a proposal for a deferred loan of up to $1 million to Sunrise Affordable Housing Group for the acquisition and rehabilitation of the Indigo Apartments, a 208-unit complex. This initiative aims to convert the property back to a 100% affordable housing community, ensuring long-term affordability through a land trust agreement with Pinellas County. The project is expected to provide housing options for individuals with varying income levels, addressing a critical need for affordable housing in the area.

The council also set the millage rate for the upcoming fiscal year at 5.8850 mills, maintaining the same rate as the previous year, and discussed adjustments to the operating budget, including significant increases in the wastewater collection program.

Overall, the meeting highlighted Clearwater's commitment to maintaining essential services while addressing the growing challenges of inflation and housing affordability. The council is set to continue discussions and finalize decisions in upcoming sessions.
